I guess that depends on your definition of recording? An onboard microprocessor waiting for a trigger word is not storing or transmitting anything while waiting and that’s acceptable to me.

Not to your own personal choice, but there absolutely is downside to stigma and helmet mandates. Studies show they reduce cycling numbers which means people drive instead, which increases death and injury, because spoiler, cars are dangerous.

Not in my experience. I know because I’ve corresponded with my office, and complained about posts that aren’t tied to a particular weather product (like the Weather Story) or disseminated otherwise.

It depends on the government I suppose. US National Weather Service offices posts bunch of weather info exclusively to Twitter (and sometimes Facebook).
