To whom, in what way? Is it tied to how dangerous they could be, as in are they physically capable of overpowering you? Does it take weapons they possess into account?
Also, predators (humans targeting humans) would have a way to know which targets won’t be able to fight back.

Threat level should encompass how inclined they are to harm me and how dangerous they would be if they tried. Yes it would include weapons.
