He discovered that there were a lot of rules for operating an ambulance, but no where in the rules did it say that the ambulance had to be carrying an actual patient, or going to get one.
Wells had his own private ambulance carrying him from studio to studio.
You can do that in the US without the lights. Just cover the cost of the red-light cam ticket for your driver. When his license is revoked, throw him away and get another driver.

I recall a story about assholes in Turkey doing the same thing, and as a result other drivers got into the habit of blocking ambulances to spite them.
